These unique tattoos are done using Blacklight / Ultraviolet (UV) Responsive ink.
They are 98% Invisible in normal light on fair skin after healing. The ink is manufactured in the USA and completely non-toxic, the application process is the same as with black ink with either a machine or by hand and healing time is about 6-10 days.
These are permanent tattoos yet do not show up under normal lighting conditions.

be tattooed and only have it visible under certain conditions,
